    SQEP: what it means in practice

    One of the most important terms you will encounter in nuclear hiring is SQEP, which stands for Suitably Qualified and Experienced Person.

    ONR requires licensed nuclear sites to ensure that any individual whose work could affect nuclear safety is SQEP, meaning their qualifications and experience are adequate for the specific duties they are performing. This is not just about having the right degree or enough years of experience: it is about demonstrating that your knowledge and skills are appropriate to the actual scope of the job, and that this has been assessed and documented.

    In hiring terms, SQEP shapes how job descriptions are written, how interviews are structured and how CVs are evaluated. Employers are not just assessing whether you are technically capable in a general sense; they are assessing whether your specific background supports the SQEP case for the role they are trying to fill. The more clearly you can evidence this in your application, the more useful you are to a hiring manager.

    ALARP and safety culture

    ALARP, which stands for as low as reasonably practicable, is the principle that nuclear risks must be reduced to the lowest level achievable unless doing so would be grossly disproportionate in cost or effort. Every nuclear site licence contains an ALARP obligation, and it underpins safety case development, operational procedures and risk management across the industry.

    For candidates, ALARP is more than a technical concept. It is a way of thinking about risk that nuclear employers expect to see reflected in how you approach your work.     Clearance, BPSS and security vetting

    Nearly all roles on nuclear sites or in sensitive defence programmes involve some form of vetting or pre-employment screening. Understanding what this means in practice will save you time and reduce frustration.

    Baseline Personnel Security Standard (BPSS)

    BPSS is the government-recognised pre-employment screening standard for individuals with access to government assets. It covers identity verification, right to work in the UK, employment history (typically covering the last three years) and a Disclosure and Barring Service (DBS) criminal record check.

    BPSS is the minimum requirement for access to most nuclear licensed sites, applied even to roles that do not require any higher level of clearance. If you are applying for nuclear roles for the first time, expect BPSS to be part of the onboarding process.

    National Security Vetting (NSV)

    Security Check (SC): For roles requiring regular access to Secret-classified information or certain categories of nuclear material. SC is required for many roles in defence-nuclear programmes and some ONR and regulatorily sensitive positions.

    Developed Vetting (DV): The highest level of UK clearance, required for roles with regular, unsupervised access to Top Secret material or the UK’s most sensitive programmes. DV involves an in-depth personal, financial and background investigation.

    A few practical points that candidates often misunderstand:

    You cannot apply for SC or DV yourself. Security vetting must be sponsored by an employer or contracting authority once a conditional offer is in place. Recruiters can advise on roles that require clearance, but the vetting process cannot begin until an employer initiates it.

    Existing or recently-lapsed clearance is an asset. Candidates who already hold current SC or DV clearance, or who have held it relatively recently, are significantly more attractive to employers for clearance-sensitive roles because the vetting timeline is shorter.

    Transparency matters. Clean, well-documented employment and address histories are important. If there are any factors in your background that could complicate vetting, be upfront with your recruiter so roles can be targeted appropriately. Issues are not always disqualifying, but surprises discovered mid-process often cause delays or complications that could have been managed earlier.

    Skills and backgrounds that transfer well into nuclear

    Nuclear employers are genuinely open to candidates from adjacent sectors, and this is worth saying clearly: you do not need to have worked in nuclear before to get a nuclear job.

    What employers do need to see is that you understand regulated, high-hazard environments, that you take safety seriously and can demonstrate it, and that you are willing to build on your existing skills with nuclear-specific training and literacy. The sector is under significant workforce pressure. Employers who are trying to fill hard-to-find roles are actively looking for experienced people from adjacent industries, provided those people can show genuine alignment with nuclear culture and standards.

    Oil and gas and wider process industries

    Oil and gas is perhaps the most natural feeder into nuclear. The combination of high-hazard operations, formal permitting systems, management of change (MOC) processes, outage and shutdown planning, asset life extension and maintenance engineering maps directly onto many nuclear roles. Life extension experience is particularly valued, as is experience in inspection, measurement and integrity management.

    Candidates from offshore, refinery or onshore processing roles will recognise much of the risk management culture in nuclear, even if the regulatory framework is different.     Defence and aerospace

    Systems engineering, safety cases, configuration management, programme delivery and security-cleared working are all directly relevant to nuclear.     Rail and regulated infrastructure

    Rail is a heavily regulated sector with strong parallels in safety management, control systems, project controls and independent assurance. Signalling and C&I engineers, safety case practitioners and project controls professionals from rail often find their skills are in genuine demand in nuclear, particularly as new build programmes ramp up their project delivery functions.

    Pharmaceuticals and advanced manufacturing

    GMP-style quality systems, documentation culture, validation, change control and operating in highly audited environments are all highly transferable into nuclear. Candidates from pharmaceutical manufacturing or medical device production often adapt quickly to nuclear’s procedural discipline, because the fundamental mindset, nothing gets done without a documented process and an independent check, is very similar.

    Conventional power generation and renewables

    Control engineers, HV specialists, rotating plant engineers, grid interface professionals and operations personnel from conventional power, waste-to-energy, industrial process and renewables backgrounds bring directly applicable technical skills to nuclear operations and outage roles. The regulatory overlay is different, but the plant-level engineering is often very familiar.

    How to position your transferable experience

    Outage, shutdown and project delivery. Planned shutdowns and major project delivery in high-hazard environments require exactly the kind of governance, planning and coordination that nuclear projects need. Quantify your involvement wherever possible.

    Safety culture behaviours. Think of specific examples where you have challenged unsafe practice, raised a concern through formal channels, contributed to a near-miss investigation or improved a control. These behavioural examples can carry as much weight as technical credentials in a nuclear interview.

    Building nuclear literacy as a career changer

    Even with strong transferable experience, moving into nuclear typically requires some additional investment in nuclear-specific knowledge.

    Employers look for evidence of nuclear literacy: a working understanding of the UK regulatory framework, how ONR operates, what ALARP means in practice and how nuclear sites are licensed and managed. Short courses and e-learning from recognised providers such as NSAN member organisations, the National College for Nuclear or university nuclear centres are a practical way to build this foundation.

    Progress towards or achievement of relevant professional registration, such as Chartered Engineer (CEng) or Incorporated Engineer (IEng) status through a recognised engineering institution, with visible CPD in safety, regulation and nuclear-relevant areas, also helps employers build confidence in your SQEP case.

These programmes typically offer rotations across projects, functions and sometimes sites, structured professional development support towards chartership and professional registration, and early exposure to regulators, clients and senior stakeholders.

    Graduate demand is strongest in engineering, physics, maths and related disciplines, but also extends to environmental science, project management, commercial and relevant business degrees.
